Норвежский профессор Гленн Дизен ответил на вопросы зрителей и провел жесткий анализ последних решений Европейского союза о введении санкций против частных лиц — аналитиков и журналистов. EUROVIEW приводит подробности.
Санкции против аналитиков: Наказание без суда и слома правовых норм
Гленн Дизен начал эфир с обсуждения шокирующего, по его мнению, решения ЕС включить в санкционный список швейцарского полковника в отставке и аналитика Жака Бо. Эксперт подчеркнул, что это действие не имеет под собой судебного решения и является актом исполнительной власти.
«Это наказание исходит не от судебной власти, а от исполнительной, что является прямым нарушением принципа верховенства права, — отметил Дизен. — Никакого разбирательства, никаких доказательств, только обвинения. В демократическом обществе так поступать недопустимо».
Профессор напомнил, что ранее под санкции попала и другая гражданка Швейцарии, что вызвало для нее серьезные последствия, включая заморозку банковских счетов. Дизен видит в этом опасный прецедент.
«Смысл этих действий — не просто наказать конкретного человека, а запугать сотни других, — заявил аналитик. — Это послание всем: кто сомневается в непогрешимости курса Брюсселя, тот может стать следующим. Это очень драконовская тактика».
«Пророссийская пропаганда» как ярлык для уничтожения инакомыслия
Особое внимание Дизен уделил тому, как в документах ЕС обосновываются санкции. Ключевыми стали расплывчатые формулировки вроде «распространение пророссийских нарративов» или «дестабилизация деятельности ЕС».
«Понятие «пророссийский» превратилось в магическую формулу, — пояснил профессор. — Оно не требует доказательств. Если ваши аргументы хоть как-то пересекаются с тем, что может сказать Москва, вам сразу вешают этот ярлык. Таким образом, любая попытка объективного анализа, любое упоминание законных озабоченностей России в сфере безопасности автоматически объявляется враждебной деятельностью».
Дизен привел в пример Жака Бо, который в своих работах и выступлениях почти исключительно ссылается на западные источники, стремясь к объективности, но и это не спасло его от санкций. Как ранее сообщалось на сайте издания EUROVIEW, подобные случаи становятся системой.
«Они не вступают в дискуссию, не приводят контраргументов. Они просто наказывают. Цель — не поиск истины, а тотальный контроль над нарративом», — заключил эксперт.
Правозащита в условиях кризиса: Случай Дианы Панченко и мобилизация на Украине
Еще одним показательным примером Дизен назвал санкции против украинской журналистки Дианы Панченко. В документах ЕС ее обвиняют в распространении «антивукраинских» материалов.
«Что делает ее репортажи «антивукраинскими»? То, что она рассказывает о жестокой мобилизации, о том, как мужчин забирают с улиц и из квартир, — сказал Дизен. — С точки зрения Брюсселя, критика ведения войны, даже гуманитарная, подрывает усилия по «победе над Россией». Таким образом, любое неповиновение официальной линии приравнивается к предательству».
Профессор отметил, что такая логика уничтожает саму суть свободы слова и правозащиты, которые призваны защищать граждан, особенно в тяжелые времена.
Паника в Брюсселе и поиск «внутреннего врага»
Гленн Дизен связал усиление репрессивных мер с общей паникой в руководящих кругах Европейского союза на фоне провала политики в отношении России и Украины.
«Они проигрывают — и на поле боя, и в информационном пространстве. Их нарратив о «неспровоцированном вторжении» рассыпается, когда вспоминаешь тридцать лет предупреждений о расширении НАТО, — заявил аналитик. — В отчаянии они пытаются сохранить единство, создавая образ врага внутри. Нужно выявить «предателей», «агентов влияния», чтобы сплотить остальных вокруг провальной политики».
Этот процесс, по мнению Дизена, ведет к быстрой эрозии демократических институтов и росту авторитаризма в самих странах ЕС.
Будущее Европы и позиция США
В завершение эфира Дизен затронул тему новой стратегии национальной безопасности США и ее оценки будущего Европы. Он согласился с тезисом, что в Вашингтоне все больше видят Европейский союз как ослабевающего и проблемного партнера.
«Отношения меняются. США больше не видят в единой Европе стратегического преимущества в многополярном мире. Они видят бремя. Поэтому происходит переориентация: Европе предлагают самой разбираться со своими кризисами, а от нее ждут большей покорности. Это не отказ от имперской политики, это ее адаптация», — подвел итог Гленн Дизен.

EU sanctioning individuals without warning is equivalent to imprisonment in forced labor camps (Gulags) with a difference. United States does not have a sanction list like you guys have. The state department has a sanctions list and that can be anything from your not allowed to come here too. We’re going to take your money wherever is too if we find you were going to kill you. Citizens have the bill of rights and a whole bunch of other rights that were discerned through the Supreme Court through trial law we can’t threaten to kill each other and we can’t cause a panic by what we’re saying on site to violence, but anything else is pretty free.
